The Victory was our favourite hotel from our SE Asia trip. We stayed here for 6 nights, when we arrived (about 8am off the sleeper train) we were taken to our room immediately with no extra charge even though it was a few hours before check-in.
The staff were friendly and attentive, always bringing us a free glass of mineral water and making sure a fan was cooling us if we used the free internet downstairs. We weren't pressured at all to buy tours, in fact, we had to ask them about them rather than the other way around. We went through them for the DMZ and the river/mausolem tours both of which were reasonably priced and well-organised.
For the price, the room was excellent, large, clean and tidy with a spacious bathroom and cable tv. Breakfast was complimentary, either bread or noodles, fruit and coffee or tea. The waitress always had a smile for us.
The hotel is a little further away than some others but about 10-15 minutes walk from the main backpacker area. It's only 5 minutes walk from a large supermarket and some restaurants though. If you don't want to walk there are always Mai Linh taxis outside the hotel which we found to be by far the most reasonable. They are metered so it saves the hassle of bartering I think we paid just over 30000 dong to get from the hotel to the station but when we'd used another company on the way there we'd had to barter down to 60000! (After that we always used Mai Linh taxis in Vietnam, they're white with green writing.)
We'd definitely stay at the Victory again.
